Service Description: Service description:
The USFS Geospatial Technology and Applications Center (GTAC), Spatial Analysis for Social Science (SASS) team provides consultation and technical assistance regarding resources that help Forest Service land managers understand the populations they serve. SASS strives to develop, and apply, cutting-edge scientific methods and technologies to provide land managers with tools to assess, protect, and manage America’s public lands equitably.
This map service provides a regional analysis of population characteristics by county. Each county is compared to similar county types – rural, semi-rural, and metropolitan – within the region and assigned a relative concentration level used to visually assess areas with higher concentrations of individual population characteristics. Currently two population characteristics analyses are available—Low Income and Race & Ethnicity—which are derived from the U.S. Census Bureau’s American Community Survey data.
These data are for internal use only by USDA Forest Service personnel and their cooperators.

Data description:
Data is derived from U.S. Census Bureau 5-year American Community Survey (ACS) estimates. Counties are classified as rural, semi-rural, or metropolitan based on the Economic Research Service’s Rural-Urban Continuum (RUC) codes: RUC codes 1-3 are the metropolitan group; 4-6 the semi-rural group; and 7-9 the rural group. Each county is assigned a relative concentration value for the population of interest, e.g., low income, according to a comparison with the sum of the population of interest in all counties within its group in its region. Currently, the map service includes feature classes for the population characteristics of Low Income and Race & Ethnicity for all regions from the 2016-2020 ACS. Low Income is defined as individuals from households that report income less than 200% the federal poverty threshold reported in table C17002. Race & Ethnicity describes individuals that self-identify as Hispanic, Black, Indigenous or other person of color as reported in table B03002. The analysis assigns each county one of seven concentration levels ranging from "Zero or nearly none" to "Extremely High", notes the data quality of the analysis, and provides the lower bound, central, and upper bound estimates for the populations as reported in the ACS dataset.

Subject: This map service identifies counties where populations of interest (e.g., residents of low income households) of a USDA Forest Service (USFS) region are unusually prominent compared to a group of "peer" counties within that region. This information is intended to support USFS decision-making where equitable outcomes for specific populations of interest are desired.
