This data shows areas, provided by each National Forest, where the aerial application of fire retardant should be avoided in order to prevent the potential of impacts to Federally listed threatened or endangered species as identified through consultation, or Forest Service sensitive species.This data is to be used in planning and implementation phases of U.S. Forest Service fire activities to help prevent intrusions of aerial fire retardant in known areas of TEPCS (Threatened, Endangered, Proposed, Candidate, Sensitive) species throughout National Forest lands. Provided here is a National merged dataset derived from each National Forest contribution. This data has been merged, dissolved, and erased of attributes contained in each original component dataset. For this purpose, specific attributes are not necessary, as any spatial areas depicted simply show areas where aerial fire retardant use is to be avoided as stated in U.S. Forest Service guidelines.&lt;/SPAN&gt;&lt;/P&gt;&lt;/DIV&gt;&lt;/DIV&gt;</idAbs>

Avoidance areas for listed species are determined through Endangered Species Act Section 7 consultations that occur at a national level, using information provided by Forest Service Regional Offices and National Forest System forests and grasslands. Changes and updates rely on information provided by these National Forest System units, as well as on changes in listed species status or changes resulting from nationwide consultation updates or reinitiations. The following actions occur annually to ensure that any updates have been considered, reviewed, and implemented at all levels: Annual coordination with the Fish and Wildlife Service and NOAA Fisheries will occur to review changes in federal listing status, completed consultations, and other information and to determine any changes that may be needed to avoidance areas for listed species. Most changes to avoidance areas for listed species should occur at the time the Washington Office makes the annual request for data updates. However, updates to avoidance areas for listed species can occur at any time if needed as a result of changes in federal listing status, completed Endangered Species Act consultations, or revisions agreed on after interagency meetings. If updates are required outside of the annual update timeframe, the new avoidance area data will be automatically updated in the Enterprise Data Warehouse and other data sources, however the static pdf maps will not reflect the changes. Changes to avoidance areas for listed species must not create adverse effects that are greater than those analyzed in the relevant Biological Assessments or that would change determinations made in the relevant Biological Opinions. Changes to avoidance areas proposed by National Forest System units, other than updates based on Endangered Species Act consultation requirements or changes in listed species status or distribution, must be approved in writing by the Forest Supervisor. National Forest System units should use critical habitat layers and species ranges, population, or site data designated by the Fish and Wildlife Service and NOAA Fisheries, when available, to create avoidance area geospatial data files. Each species requiring avoidance areas should have its own avoidance area(s) even if avoidance areas for one species overlap those of another, or overlap aquatic avoidance areas or their buffers. All data is aggregated and assigned a Unit ID representing the region and forest numbers. Updates can be made at any time throughout the year by forest system units.
